Carol Mullins is a community engagement specialist and consultant with over 25 years of experience leading cross-sector initiatives in workforce development, urban resiliency, and public affairs. Currently with the Koehler Partners Community Engagement Team, she directs statewide outreach and partner cultivation for workforce programs. With more than two decades in nonprofit leadership, program management, and statewide outreach, she has built partnerships that connect need into lasting action — from urban beautification and green space strategy to land use advocacy, youth mentoring program direction, and workforce development consulting.
Carol's skills span strategic planning, grant writing, development, volunteer program management, stakeholder facilitation, and cross-sector partnership building. She has served in numerous board and civic leadership roles and shaped environment and land use policy through public advocacy. Carol has a B.S. in Public and Environmental Affairs, Public Management and Philanthropic Studies from Indiana University and Purdue's Community Economic Leadership program, Gardenary, DNR Leadership, Nonprofit Leadership Alliance and numerous environmental and water quality training. Her favorite role, hands down, has been as mother, mentor, and supporter of my family— who now carry on the tradition of service and advocacy in the community.
