Matthew David Smith

Matthew advises on KP’s technology engagements — application design and development, data visualization, project management, and the operational systems that hold them together.

Matthew Smith has worked in the software development and IT field for various organizations over the last 25 years, with an emphasis on application design and development management.

His areas of expertise include strategic planning and execution, stakeholder management, requirements gathering, business systems analysis, application design and development (Python, AWS, Bubble, Medix), application testing and bug reporting, data visualization (Power BI, Tableau), application documentation, e-learning development, project management (Jira), and operational management.

In 2021, Matthew became a part of the Koehler Partners team. At Koehler Partners, Matthew has contributed to projects for a range of clients, such as the City of Indianapolis, Diversified Services Network, IndyGo, Conduent, Anthem, and the State of Virginia.

Before joining Koehler Partners, Matthew gained considerable experience at the Indiana Legislative Services Agency from 2013 to 2021. There, he worked in several capacities, including as a Senior Business Analyst, Business Analyst Manager, and finally Chief Operating Officer. Among his contributions was his involvement in developing a suite of enterprise-level applications for the Indiana General Assembly, which were part of an initiative to modernize the legislative and law-making process.

Earlier in his career, Matthew worked at Propylon, a company that develops software for legal documents, where he focused on projects for state legislatures in Kansas, Ohio, and North Dakota, as well as Price Waterhouse Coopers. His journey in the tech and consulting world began as a PERL developer for Register Now! in Seattle, WA, in 1999.

Matthew’s academic background includes a bachelor’s degree in psychology from Fort Hays State University.
